ສປປລາວ: ໕ປີ ຜ່ານມາ, ໑໒໒ ອົງການ ຈັດຕັ້ງ ທົ່ວໂລກ ທວງຖາມ ຢາກ ຊາບວ່າ ທ່ານ ‘’ສົມບັດ ຢູ່ໃສ?’’

ວັນທີ ໑໕ ທັນວາ ເປັນ ວັນຄົບຮອບ ໕ປີ ແຫ່ງ ການຫາຍສາບສູນ ແບບຖືກບັງຄັບ ຂອງ ຜູ້ນຳອົງການ ສັງຄົມພົລະເຮືອນ ທີ່ ສປປລາວ, ທ່ານ ສົມບັດ ສົມພອນ. ໃນນາມ ອົງການ ການຈັດຕັ້ງ ທີ ໄດ້ລົງນາມ ເຊັນຮ່ວມ, ພວກຂ້າພະເຈົ້າ ຂໍສະແດງ ຄວາມບໍ່ເພິ່ງພໍໃຈ ຕໍ່ ການທີ ທາງການ ສປປລາວ ບໍ່ສາມາດ ສືບສວນ ເຖິງການ ຫາຍສາບສູນ ຂອງ ທ່ານ ສົມບັດໄດ້ ຢ່າງ ເອກະຣາດ, ທ່ຽງທັມ ໂດຍ ປະສິດຕິພາບ ແລະ ໂປ່ງໃສ, ພ້ອມຍັງ ບໍ່ສາມາດ ເປີດເຜີຍ ເຖິງ ສະຖານທີ່ ຄຸມຂັງ ທ່ານ ສົມບັດ ແລະ ບໍ່ສາມາດ ສົ່ງຕົວ ຂອງ ທ່ານ ຄືນສູ່ ທາງຄອບຄົວອີກ.

ການມິດງຽບ ຢ່າງຕໍ່ເນື່ອງ ຂອງ ລັຖະບານ ສປປລາວ ແລະ ການບິດເບືອນຄວາມຈິງ ກ່ຽວແກ່ ກໍຣະນີ ທ່ານ ສົມບັດ ນີ້,ໄດ້ເຮັດໃຫ້ ທາງຄອບຄົວຕົກ ຢູ່ໃນ ຄວາມຢ້ານກົວ ມາໄດ້ ໕ປີ ແລ້ວ, ພ້ອມຍັງ ເຮັດໃຫ້ ທາງຄອບຄົວ ບໍ່ ຊາບເຖິງ ຊາຕາກັມ ແລະ ຂ່າວໄດເລີຍ ຂອງ ທ່ານ ສົມບັດ ຈົນເຖີງວັນນີ້.

ທ່ານສົມບັດ ໄດ້ປະກົດຕົວ ເປັນຄັ້ງສຸດ ເມື່ອຕອນແລງ ຂອງວັນທີ ໑໕ ທັນວາ ໒໐໑໒, ທີ່ ປ້ອມຍາມ ຕຳລວດ ທີ່ຖະນົນ ອັນມີຜູ້ຄົນໄປມາຫຼວງຫຼາຍ ທີ່ ນະຄອນຫຼວງ ວຽງຈັນ. ການລັກລອບ ຈັບຕົວ ທ່ານ ສົມບັດ ຖືກ ອັດໄວ້ ໂດຍ ກ້ອງວົງໂຄຈອນ ໄກ້ໆກັບ ປ້ອມຍາມຕຳລວດ ນັ້ນເອງ. ອີງຕາມ ກ້ອງອັດດັ່ງກ່າວນີ້, ມີການສົງໃສ ຢ່າງແຮງວ່າ ທາງເຈົ້າໜ້າທີ່ຕຳລວດ ໄດ້ອັດລົດ ຂອງ ທ່ານ ສົມບັດ ແລະ ບໍ່ເທົ່າໃດນາທີ ຕໍ່ຈາກນັ້ນ, ບຸກຄົນກຸ່ມນຶ່ງ ໄດ້ນຳເອົາຕົວ ທ່ານສົມບັດ ຂື້ນລົດຄັນນຶ່ງອີກ ພ້ອມໆ ກັບ ເຈົ້າໜ້າທີ່ຕຳລວດ. ນອກນັ້ນ, ພາບອັດດັ່ງກ່າວ ໄດ້ສະແດງໃຫ້ເຫັນ ອີກວ່າ ບຸກຄົນອີກຄົນນຶ່ງ ໄດ້ນຳເອົາ ລົດ ຂອ ງທ່ານສົມບັດ ກັບຄືນມາ ພາຍຫຼັງ ທີ່ໄດ້ ຂັບລົດດັ່ງກ່າວ ຫ່າງຈາກ ຕົວເມືອງ.

ການທີ ເຈົ້າໜ້າທີຕຳລວດ ໄດ້ຢູ່ໃນ ສະຖານະການ ການລັກລອບຕົວ ທ່ານ ສົມບັດ ແລະ ບໍ່ໄດ້ທຳ ຢ່າງໃດເລີຍນັ້ນ, ໄດ້ຊໍ່ສະແດງ ເຖິງ ການມີສ່ວນກ່ຽວຂ້ອງ ຫຼືບໍ່ ກໍແມ່ນ ການສົມຮູ້ ຮ່ວມຄິດ ຂອງ ພະນັກງານຂອງລັດ. ແຕ່ເຖິງຢ່າງໃດກໍຕາມ,ທາງການ ສປປລາວ ກໍບໍ່ເຄີຍ ໄດ້ເຜີຍເຖິງຜົນໃໝ່ໆ ຂອງການ ສືບສວນ ນີ້ເທື່ອ.ເຖິງແມ່ນວ່າ ທາງການ ສປປລາວ ຈະໄດ້ ປະກາດ ທີ່ກອງປະຊູມສາກົນຕ່າງໆວ່າ ການສືບສວນ ກຳລັງດຳເນີນ ຢູ່ກໍຕາມ, ແຕ່ ທາງລັຖະບານ ສປປລາວ ກໍບໍ່ໄດ້ ເຜີຍ ຢ່າງເປັນທາງການ ເຖິງຄວາມຄືບໜ້າ ຂອງ ການສືບສວນນີ້ ນັ້ນຕັ້ງແຕ່ວັນທີ ໘ ມິຖຸນາ ໒໐໑໓ ເປັນຕົ້ນມາ.

ກໍຣະນີ ທ່ານ ສົມບັດ ບໍ່ແມ່ນກໍຣະນີດຽວ ຂອງການຫາຍສາບສູນ ແບບຖືກບັງຄັບໃນ ສປປລາວ. ທາງການບໍ່ສາມາດ ເປີດເຜີຍ ເຖິງຊາຕາກັມ ຂອງຜູ້ຫາຍສາບສູນ ອັນຫຼວງຫຼາຍ, ພ້ອມຍັງບໍ່ໄດ້ບອກວ່າ ເຂົາເຈົ້າຢູ່ໃສ ໂດຍສະເພາະ ກໍຣະນີ ຂອງ ບັນດານັກປະຊາທິປະໄຕຕາມເຂດທ້ອງຖິ່ນ.

ການທີລັຖະບານ ສປປລາວບໍ່ສາມາດ ທຳການສືບສວນ ຢ່າງຄັກແນ່ ເຖິງກໍຣະນີ ຫາຍສາບສູນແບບຖືກບັງຄັບນີ້, ໝາຍເຖິງ ການລະເມີດ ຂໍ້ເງື່ອນໄຂ ຂອງ ສົນທິສັນຍາສາກົນ ວ່າດ້ວຍ ສິດທິມະນຸດ,ໂດຍສະເພາະ ມາດຕຣາ ໒(໓) ຂອງ ສົນທິສັນຍາສາກົນ ວ່າດ້ວຍ ສິດທິພົລະເຮືອນ, ແລະ ການເມືອງ,ຊື່ງທາງການ ສປປລາວ ໄດ້ລົງນາມ ແລະ ສັດຕະຍາບັນ.

ພວກຂ້າພະເຈົ້າ ຈຶ່ງຮຽກຮ້ອງ ໃຫ້ ປະຊາຄົມສາກົນ ຈົ່ງທວງໃຫ້ ລັຖະບານ ສປປລາວ ເຜີຍເຖິງ ຊາຕາກັມ ຂອງ ທ່ານ ສົມບັດ ຢ່າງໂດຍດ່ວນ; ໃຫ້ບອກວ່າ ຜູ້ກ່ຽວຖືກຈັບຕົວຢູ່ໃສ ແລະ ລາຍລະອຽດ ຂອງການ ຫາຍສາບສູນແບບຖືກບັງຄັບ ຂອງຜູ້ກ່ຽວ ແລະ ຜູ້ອື່ນໆອີກ. ທາງການ ສປປລາວ ຈະຕ້ອງໃຫ້ ສັນຍາ ວ່າ ທາງຄອບຄົວ ຂອງ ຜູ້ຫາຍສາບສູນ ຈະສາມາດ ຊາບເຖິງ ຜົນ ຂອງການ ສືບສວນ. ນອກຈາກນັ້ນ, ທາງການລາວ ຈະຕ້ອງ ເຜີຍໃຫ້ ປວງຊົນຊາບ ເຖິງ ຄວາມຄືບໜ້າ ຂອງການ ສືບສວນ ເຖິງ ກໍຣະນີ ຫາຍສາບສູນນີ້ ຢ່າງ ສະມໍ່າສເມີ. ລັຖະບານ ສປປລາວ ມີໜ້າທີຈະຕ້ອງ ນຳຕົວ ຜູ້ເປັນຕົ້ນເຫດ ໃນ ກໍຣະນີຫາຍສາບສູນນີ້ ຂື້ນຕັດສີນຄະດີ ຕາມເງື່ອນໄຂຂອງກົດ ໝາຍສາກົນ,ໂດຍ ບໍ່ຄຳນຶງເຖິງ ຖານະ ແລະ ຍົດຖາບັນດາສັກ ຂອງຜູ້ກໍ່ເຫດ.
